That would imply that he has reached the age of majority, so really you have no right to send him anywhere.

If he wants to study, I think the best idea would be to let him decide what he wants to study, and where. Your job is to pay, not decide for him

Have you thought of talking to him first, and not random people on the internet?

if you are not Chinese, most other countries in the world are better than a Chinese university education.

What a strange question to ask on a forum anyway - most of us are not Chinese and many of us know what it is like in the Chinese education system.
